GEGAC is an Aboriginal Community Controlled Organisation based on Gunaikurnai Country in Bairnsdale, Victoria. Consisting of about 160 staff, GEGAC is a Not for Profit organisation that delivers holistic services in the areas of Primary Health, Social Services, Elders & Disability and Early Childhood Education.
GEGAC is a child safe agency and has a zero tolerance of abuse or neglect of children and young people.
Position Purpose
Reporting to the Executive Director for Primary Health Care and Wellbeing, the Senior Manager Community Services provides senior operational and strategic leadership to the direct reports who are Program Managers and Team Leaders within the Elders & Independant Living and Alcohol & Other Drugs Departments.
Focuses on supporting the service delivery of the Elders and Independent Living services and Tanderra services consisting of Alcohol and Other Drugs services and Justice funded services.
- Supporting Elders and their families and younger people experiencing health and disability issues and being supported through Home Care Packages, CHSP and HACC PYP, managed by GEGAC. This position is responsible for the recruitment of carers, case managers and PAGS worker, ensuring the physical, emotional, and cultural wellbeing of elders and community, through the provision and coordination of high quality and culturally appropriate Elders and Independent Living services.
- AOD and Justice clients and their families who present to Tanderra for AOD, and Mental Health support will be supported through funded programs and in accordance with service agreements from funders. The Senior Manager for Community Services will ensure that funded services are managed in accordance with service agreements with funders and meet all quality and accreditation standards.
Key Selection Criteria
- Demonstrated understanding of what constitutes child abuse and neglect, have a sound understanding of the requirements of what constitutes a Child Safe organisation.
- Demonstrated understanding of what constitutes Elder Abuse and neglect and deliver Elders and Independent Living services in accordance with Quality Standards in accordance with the Aged Care Quality and Safety Commissions regulations and guidelines as well as the expectations of our community.
- Well-developed understanding of Alcohol and other drug service standards and guidelines in accordance with Community services quality Governance Framework Dept of Health Victoria and cultural models of care in this space.
- Well-developed understanding of Aboriginal Health and Wellbeing inclusive of SEWB programs using this understanding to deliver quality AHWB Community services to the local Aboriginal community through ensuring that all of GEGACs Community services are safe and delivered in accordance with relevant accreditation standards.
- Experienced in managing risk and developing and establishing processes to mitigate and eliminate risk in all aspects of community service delivery.
- Experience in contract management with govt funders and reporting on contracts and monitoring service delivery in alignment with contractual obligations, has the ability to work in partnership with funders to ensure communication between GEGAC and funders is timely, consistent and appropriate. Assisting with securing new contracts in partnership with the ED for PHCW.
- Demonstrated experience and proven ability in casework practice / case management principles and an ability to direct the team towards goal orientated intervention plans.
- Demonstrated ability to develop programs and activities, including the prediction of various risks.
- Highly developed communication and interpersonal skills including the ability to communicate with members of the Aboriginal community and negotiate effectively at senior levels across relevant government and non-government organisations.
- Excellent written and verbal communication skills, including effective facilitation, negotiation, influencing skills, report writing, presentation skills and stakeholder management.
- Proven ability to rethink ways of working to creatively solve problems, actively challenge existing ways of doing things and promoting open and constructive feedback.
- Effective people management and interpersonal skills.
- Ability to maintain a high level of confidentiality and remain neutral at all times.
- Sound program management skills and experience, including the monitoring and evaluation of standards and the ability to collect relevant data and meet program reporting requirements.
- A strong desire to advocate on behalf of Aboriginal people to ensure that systemic issues which negatively impact on individuals and the community are addressed.
- Awareness and recognition of Aboriginal culture.
- A team orientated person who has a passion for working within an Aboriginal / Torres Strait Islander environment
Qualifications and Registrations Requirement (Essential or Desirable).
- Valid Driver’s Licence ESSENTIAL
- Tertiary qualifications in a relevant discipline ESSENTIAL
- Relevant industry and management experience of at least five years ESSENTIAL
- A satisfactory Working with Children Check and Fit2Work Police Check ESSENTIAL
- A person of Aboriginal / Torres Strait Islander background DESIRABLE
- Proof of COVID-19 vaccinated to align with mandatory vaccination directive applying to authorised workers ESSENTIAL
