Organisational Profile
GEGAC is an Aboriginal Community Controlled Organisation based in Bairnsdale Victoria. Consisting of about 160 staff, GEGAC is a Not-for-Profit organisation that delivers holistic services in the areas of Primary Health, Social Services, Elders & Disability and Early Childhood Education.
GEGAC advocates for the self-determination of the Aboriginal community by prioritising services that enhance social, emotional, and spiritual wellbeing, with culture at the heart of everything we do.
Position Purpose
The Chief Operating Officer (COO) is a key leadership position within Gippsland & East Gippsland Aboriginal Cooperative Ltd (GEGAC), reporting directly to the CEO and forming part of the executive leadership team. The COO will provide strategic oversight and operational leadership across several key functions, including Business and Finance, People Relations, Business Administration, Property and Maintenance, Public Relations and Communications, with a particular focus on ensuring the effective delivery of social services and primary healthcare.
Key Selection Criteria
- Strong understanding of Aboriginal culture, values, and community needs, with a commitment to self-determination and empowerment.
- Proven expertise in business and financial management, including budgeting, forecasting, and financial compliance.
- Demonstrated experience in people and culture management, with the ability to develop a high-performing, culturally safe, and inclusive workforce.
- Experience in managing operational functions across multiple departments, including business administration, property management, and public relations.
- Knowledge and experience in the delivery of primary healthcare services and social services, particularly in a community-controlled or not-for-profit environment.
- High-level communication and public relations skills, with the ability to represent the organisation externally and engage with stakeholders effectively.
- Strong leadership, strategic thinking, and decision-making skills, with the ability to work collaboratively with an executive team and Board.
- Proven experience in risk management, compliance, and governance within a complex operational environment.
- Experience in the Aboriginal community-controlled sector or with Aboriginal health and social service organisations.
- Knowledge of government policies, funding models, and regulations relating to Aboriginal health, social services, and community development.
- Familiarity with the challenges and opportunities of integrating social services and primary healthcare in Aboriginal communities.
Qualifications and Registrations Requirement (Essential or Desirable).
- Extensive experience in a senior leadership role within the social services or healthcare sector, with a focus on Aboriginal communities or culturally competent service delivery. ESSENTIAL
- Tertiary qualifications in Business Administration, Social Services, primary health Services or a related field. DESIRABLE
- Post qualifications in Business Administration, Social Services, primary health Services or a related field. DESIRABLE
- Driver licence DESIRABLE
- A satisfactory Working with Children Check and Fit2Work Police Check ESSENTIAL
- A person of Aboriginal / Torres Strait Islander background DESIRABLE
- Proof of COVID-19 vaccinated to align with GEGAC requirements ESSENTIAL
